ANNOUNCEMENT OF CONSULTING SERVICES

The Procurement Agency of Capital City is seeking an application for a consulting service for the General development plan of Ulaanbaatar city. Therefore, those who wish to provide consulting services are invited to submit an application.

1. This consulting service number is НХААГ/202311384.
2. The applicant consultant should provide the following information to prove their ability to fulfil the service.
   • A copy of the original state registration certificate shall be submitted. The state registration certificate will be checked through the "State Procurement Electronic System" www.tender.gov.mn and the "State Information Exchange HUR System".

/If a foreign legal entity submits a tender, the above documents issued by the competent authority of the country of incorporation must be attached to its tender with a consular guarantee./

• Ministry of Construction and Urban development provides:

1. ZT-9.1 - City and village general plan, partial general plan, basic research of urban planning
2. B-1.1 - City and village development master plan, partial master plan, free zone development master plan, town and village development action plan

/For a foreign legal entity, a special permit equivalent to the special permits specified in this clause issued by the competent authority must be attached to its bid with a consular guarantee./

2.3 In accordance with the laws of Mongolia or the country of establishment, taxes, fees and fees have been paid in full as of the date of bid opening. • Submit a detailed introduction of the organization.
• Sales revenue for any of the last 3 years (2020, 2021 and 2022) shall not be less than 60% of the budgeted cost.
• The list of works completed in any of the last 3 years (2020, 2021 and 2022) is tabulated and similar work worth at least 50% of the budgeted cost has been done at least twice. Evidence should be attached to the contract, act and customer’s reference. For similar work, it will be considered that the City and Development Documents and the Basic Research of City Planning have been completed.

3. Consultants may participate in partnership to enhance skills. The partnership meets the requirements set forth in Sections 2.6 and 2.7 of the above criteria. Regardless of the number of members of the partnership, represantative member meet requirements for 100 percent of the above criteria, up to 40 percent of the partnership members, and up to 25 percent of the subcontractors, respectively.
4. The statement must be submitted in Mongolian. All foreign language documents must be translated into Mongolian.

Interested eligible participants may obtain additional clarifications and information related to consulting service until 09:00 on January 08, 2024 and submit their applications via Public Procurement electronic system www.tender.gov.mn on January 08, 2024 at 09:35.
